Advice needed : Club Dog Sled set-up

I have the Polar Bear club set and dont understand how to hook up the dogs. I'm doing two rows of two dogs each, but I don't understand what those extra separate 1" harness tabs are for--securing the rows of dogs side-to-side?

I dont recall if there were instructions on how to assemble the team. I will dig mine out and check

Thank you! I recently got the fourth dog on ebay with his harness. Do you know whatthe little pieces are for, though? The rigging is not exactly like vintage.

I think they are supposed to be single file not side by side. The set only came with three dogs. If you have the 4th (gray) dog, that was the freebie with the set, called the "Lead Dog" which means his harness would hook to the front.
